First, I would have the person look at pictures of different dogs.

Next, I would have the person look at videos of dogs on the computer or TV.

Next, I would ask the person to watch dogs being walked on a leash from behind a window where the dog cannot contact the person physically.

Then, I would ask the person to watch an unleashed dog behind a window.

Next, I would ask the person to remain in a room with a leashed dog 10 feet away.

Once comfortable with that, remain in the room with a leashed dog 5 feet away. 

Once comfortable with that, remain in the room with a leashed dog 2 feet away.

Then, touching a leashed dog on foot, then on back, and finally petting a leashed dog.

Then, petting an unleashed dog.

With respect to all the above steps, before moving from one step to the next, the person needs to be able to do the step calmly. It’s also important to check in with the person to ensure that you continue to have their consent/assent to continue with treatment.
